We already have a plugin that serves this purpose. The problem is:
When it removes entities, it removes animals.
When it removes animals, it removes farm animals.
When it removes farm animals, people get upset.
When people get upset, they throw things.
When people throw things, they hit police officers.
When people hit police officers with things, they go to jail.
When they go to jail, they meet a charming guy by the name of Thrasher.
Don't meet a guy named Thrasher.
Don't clear entities.

You can set an automatic entity wipe that only clears items on the ground. No animals will be harmed.

We have a plugin that does this already. It's something that the admins have access to and use at their discretion. If we were to run it on a timed based thing, it'd be like crazy said except for it would be dropped items or whatever. Also, minecraft already has a built in feature that clears dropped entities that have been on the ground for 5 minutes or so. Thanks for the input though!
